The Energy Monday series presents “Wind over Coal: How Civil Society Transformed Energy Policy in Delaware?”.
The US East Coast is characterized by carbon-intensive power production, but with significant offshore wind resource. The Delaware state legislature passed a law that set up a bidding process for a large new power plant. The law was said to have been written by the coal industry, and the criteria clearly favored a clean coal plant, however the language allowed other new clean power technologies to compete.
Working with local environmental groups, health activists, and university colleagues, we set up a public communications strategy. We also worked to inform wind developers and the state how to compare apples with oranges (how to compare the power from a 500 MW wind farm versus a 500 MW coal plant?).
The result was a two-year battle that pitted new industry against old, with participants including multi-billion dollar companies, local print and broadcast media, outside academics on all sides, about 50 dedicated activists, and over 3,000 citizens who wrote or testified. In this case, informed public participation was well-targeted and was essential to the outcome.
